MAN MADE HAZARDS AND HOW THE DISASTER EARLY
WARNING NETWORK CAN HELP
One of our goals is to avoid or prevent the tragic losses
that occurred on September 11, 2001.
The Disaster Warning Network was originally created to
provide effective early warnings to all potential people and
places in danger from natural disasters. During the
developmental process it soon became clear that the system will
also be very effective for the wide variety of “manmade”
disasters that potentially confront each of us in our daily
lives in a modern industrialized society.
Chemical, biological, and radiation disasters are infrequent
but a daily potential risk in our lives. These hazards cannot be
eliminated, but the potential for harm can be mitigated by a
wide variety of “crisis consequence management systems”. The
“management system” we have chosen is that of “Early Warnings”.
The ultimate value of any such a system is measured by the
lives and property saved as a result of its implementation.
Emergency response personnel will all attest that the savings of
lives and property during any disaster is in direct relation to
the timeliness of the mitigation response delivery.
In this regard, the Disaster Warning Network introduces two
dramatic innovations to crisis and consequence management.
First, the DWN will provide
effective early warning time for exactly those people in
immediate danger during disasters.
Secondly, the DWN will create
“proactive”, effective, and advanced responses by BOTH people
and automated devices to significantly reduce the effects of
BOTH manmade and natural disasters.
